Users experiencing issues while attempting to access Banner with Chrome. We Recommend using Firefox or Microsoft Edge in the meanwhile.

Comments:
The issue is support for TLS 1.1. Chrome is unfriendly to anything not using 1.2. I suspect a recent update may have played into this.
Update. It looks like TLS 1.1 was removed during the 7/14 update.
The Banner webserver was changed to Tomcat which supports newer TLS versions.
